1. Direct Purchase (Up to ₹25,000)
- Rule: Department kisi bhi registered seller se jo quality, specification aur delivery time satisfy karta ho, direct cart me add karke order place kar sakta hai.
- No Comparison Required: Buyer ko kisi L1 comparison sheet ki zaroorat nahi hoti.
- Opportunity for Small Sellers: Apne local pincode par products properly upload karke direct orders paane ka sabse aasan rasta.
2. L1 Comparison Purchase (₹25,000 to ₹5,00,000)
- Rule: Buyer ko portal par available kam se kam 3 alag-alag Manufacturers (OEMs) ke products compare karne hote hain jo unke technical requirements meet karte hon.
- Automated Allocation: GeM portal ka algorithm automatically sabse lowest landed price wale seller ko L1 mark karta hai.
- Online Comparison Sheet: Buyer ko compare sheet generate karke financial sanction file me attach karni hoti hai.
3. Mandatory e-Bidding / Reverse Auction (Above ₹5,00,000)
- Rule: ₹5 Lakh se upar koi bhi direct purchase ya basic L1 comparison allowed nahi hai.
- Process: Buyer ko GeM portal par public e-Tender (Bid) nikalna hoga jiska minimum duration 10 se 21 din hota hai.
- Transparency: Desh ka koi bhi eligible vendor tender me participate kar sakta hai aur post-technical evaluation, price bids open hoti hain.
