GeM Seller Eligibility Criteria Explained
The Government e-Marketplace (GeM) is designed to be an inclusive platform, encouraging a wide spectrum of businesses to participate in public procurement. However, to maintain quality, transparency, and compliance with the General Financial Rules (GFR) 2017, the GeM portal enforces specific eligibility criteria for sellers. This guide demystifies the GeM seller eligibility criteria for 2026, helping you determine if your business is ready to tap into this lucrative market.
Important Note: Eligibility criteria can vary slightly depending on the specific product or service category, as well as the nature of the bid (Custom Bid, BoQ Bid). This guide covers the general platform-level eligibility.
Who Can Become a Seller on GeM?
GeM is open to virtually any legal business entity operating in India. The platform categorizes sellers primarily into two types: Original Equipment Manufacturers (OEMs) and Resellers.
Eligible Business Entities
- Proprietorship Firms: Individuals running a business in their own name.
- Partnership Firms: Registered or unregistered partnerships (though registered is preferred for documentation).
- Limited Liability Partnerships (LLPs): Registered under the LLP Act.
- Private and Public Limited Companies: Registered under the Companies Act.
- Societies and Trusts: Provided they are legally permitted to engage in commercial activities.
- Government Entities and PSUs: Government bodies can also act as sellers on the platform.
OEM vs. Reseller Eligibility
- Original Equipment Manufacturer (OEM): To qualify as an OEM, a seller must manufacture the goods they intend to sell. Eligibility requires proof such as a Trademark Certificate, NSIC registration, or specific manufacturing licenses. OEMs hold primary control over the cataloging of their products on GeM.
- Reseller: A reseller buys products from an OEM and sells them to the government. To be an eligible reseller for specific brands, one must often obtain an authorization code or letter from the respective OEM registered on GeM.
Core Eligibility Requirements
Regardless of the entity type, all prospective sellers must meet the following baseline criteria.
1. Valid Taxation Credentials
The most critical eligibility factor is tax compliance.
- PAN: A valid Permanent Account Number (Personal for proprietors, Firm/Company PAN for others).
- GSTIN: A valid Goods and Services Tax Identification Number. Your GST status must be active. GeM regularly checks GST compliance, and non-filers may face suspension.
2. Financial Standing (For Bidding)
While basic registration has no financial prerequisites, participating in high-value bids often involves financial eligibility criteria.
- Turnover Criteria: Buyers often set minimum average annual turnover requirements for the past 3 financial years.
- Profitability: Some bids require the seller to have a positive net worth or have been profitable in recent years.
Critical Warning: Submitting fake turnover certificates or manipulating financial data is a severe offense on GeM and will lead to permanent blacklisting.
3. Experience and Past Performance
For many tenders, especially for specialized services or high-value goods, buyers mandate prior experience.
- Sellers must demonstrate they have successfully executed similar contracts for government or private entities in the past.
- Startup Exemption: Recognized Startups (DPIIT registered) are often exempt from prior experience and turnover criteria, promoting innovation in public procurement.
